Kevin Curley writes to Nick Hurd about the new DWP Merlin Standard
Kevin Curley, Chief Executive of NAVCA, has written to charities minister, Nick Hurd MP, about the new DWP Merlin standard. In his letter Kevin Curley praises the DWP “for recognising the problems which smaller sub-contractors were experiencing and for investing considerable time and effort in the development of a standard to address these”. He also asks that other government departments using a Prime Contractor model should consider this model.
However, Kevin also uses the letter to express NAVCA’s concern about Prime-Contracting models. Kevin’s letter explains why this model is not suitable for local commissioning and warns against the danger that the Merlin standard could encourage the “increased use of large prime-contracting models, without a rigorous options appraisal of different commissioning approaches.”
